2017 Minnesota Freeze Exemption Request for Niphonh Vongkaysone

Niphonh aka Chips was born in Laos and currently living in the United Sates. He has never played footy until he discovered the sport a few years ago and started playing with Minnesota Freeze. It is not in the spirit of the rules for him to lose playing time because he counts as "Australian" within the USAFL rules. He was not born in Australia, lived in Australia, or have played footy outside of the USAFL. It would be a shame for the USAFL to limit the development of players from these countries because the 50/50 is overinclusive. Because it would not be in the spirit of the rule to exclude these players, we ask that he be declared as national for the 50/50 rule.
