Reason:
Hailey joined the Sockeyes late in the season, as her grid iron season had ended in late July. Rebecca had played in the Stumptown Throwdown, against Seattle in September, and in Round 1 of PWAFL. Had she registered in early August she would have likely had met the NEP requirements. However, she was unable to register due to financial constraints.
