2023 DC Eagles Exemption Request for Lavau Nalu

Lavau is from PNG (which we all know has a footy culture). However he has never played footy before joining the DC Eagles this year. Thus he is a very inexperienced player, in fact we were planning on letting Lavau get some playing time in the lower division. However we have had some players drop off, and so will be including all our players in Division 2, thus causing us to submit this request. Please consider treating Lavau as a "National" so we can have some flexibility and get him more playing time this Nationals. Thanks!!
